Only third-country applicants and the Western Balkans and Turkey Window applicants (meaning applicants from Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo under UNSC Resolution 1244/99, as well as from Turkey) are eligible to apply for an scholarship category A.

With the exception of the EU Member States, the EEA-EFTA states (Iceland, Liechtenstein, Norway) and the candidate countries for accession to the EU, all countries of the world are considered third countries.

"Third-country Doctoral candidate means a national of a third country other than those from EEA-EFTA States and candidate countries for accession to the European Union; who has already obtained a first higher education degree; who is not a resident of any of the Member States or the participating countries; who has not carried out his or her main activity (studies, work, etc.) for more than a total of 12 months over the last five years in any of the Member States or the participating countries; and who has been accepted to register or is registered in an Masters Course."

To qualify as a category A applicant, he/she must not have carried out his or her main activity (studies, work, etc.) for more than a total of 12 months over the last five years in any of the EU Member States or the countries participating in the Consortium. The only exception is for third-country doctoral candidates, who held an master fellowships before.

Individuals employed by EACEA are not eligible to apply for scholarships. Scholarship applications submitted directly to the Agency by individuals are not eligible for funding.
